In what circumstances do people not pay council tax?
Some people who are on benefits pay no council tax. I know the higher rate attendance allowance (don't know what it's called now) qualified for zero council tax
Local authority spending isn't just from Council Tax - a lot comes from Central Government and Business Rates :

"In 2019/20, local authorities in England received 23% of their funding from government grants, 50% from council tax, and 27% from retained business rates"

All residents are entitled to a vote.

Lots of people don't pay council tax but still pay other taxes such as income tax. Lodgers, adults living with their parents as examples.
Barry, I assumed the OP refers to householders and saying that some don’t pay council tax. Perhaps it doesn’t.

The best solution was the community charge in the early nineties, sadly the great unwashed had a meltdown, now we have a much worse system.
It's a democracy, or at least claims to be. That means you don't disenfranchise folk for spurious reasons, such as being poor. A citizen is a citizen.

Concil tax is not means tested so you can be a rich person living alone and you will be entitled to a 25% cut in council tax,

237 is correct. My SiL received Higher Rate Attendance Allowance and didn't have to pay Council Tax.

pity they couldn't get the poll tax to work - even without the protests it would have been difficult.
Poll Tax was fair such a pity it never came about.
My brother claims Pension Credit and doesn’t pay any council tax. He’s also received £150 council tax rebate, even though he doesn’t pay any.
