Yes, the community charge was a much fairer system, every person contributed something. How can that not be a fairer system,? Of course, as someone said, the great unwashed didn't like being asked to pay their way so they rioted.
Are those who are on pension credit and have a low income "The great unwashed" ?
Everyone "local" should have a say in a local election- or, who will give a voice to homeless or poorer people?
Why not include people who are in arrears on their rent / council tax / or failing to actively seek employment.
Perhaps we should go back to the days when only landowners could vote? Would that suit you, dave?
Ah...but even property owners might not pay council tax.

I get pension credit...it's people like dave50 who can make me feel I should be ashamed of that fact.

Community charge wasn’t fair. My wife did not have paid employment but worked very hard looking after our four children.
I had to pay my community charge, plus hers. That devastated our income. Remember the days of the housewives?

look can we accept that if you tax income
it taxes the richer ( but not very rich)
and if you tax consumption ( VAT etc Poll tax) then you hit the poorest and least able to pay - because there are more of them

I attended Poll Tax Demos (not riots), back in the day. So, if that makes me one of the 'great unwashed', i'll wear that badge proudly. Some of you say it was fair? From paying around £250 per year, i was suddenly expected to find just shy of £600 per year. Fair? My arris!
Bazile, the 'rebate' is intended to help meet the increase in fuel bills. Basically it has nothing to do with Council Tax.

It was fair (well fairer than now) because each person paid the same regardless of the size of their house. It was also fair because not only home owners paid it. It some cases it meant paying more, for example it was double what I was paying in rates but I understood the inherent flaw in the rates and now the "Council Tax". Personally I'd abolish the whole lot, councils and their funding and do it all from central funds but that's another subject.

I could argue DS, that a person living on their own in a house near you would be paying the same as you with six people living in yours.
Those who complain it's not fair seem to disregard the fact that though some may be exempt from paying council tax *now*...they did pay for many years previously. Do they suddenly become non citizens...invisible and not deserving of the opportunity to vote, or council services?
