I have given you a perfect illustration of the scripture inviting the reader to do violence, which is what Sutcliffe did, so your idea that checking on the scriptures gives you a green light - or in his case, you would wish it to be a red one - is clearly simply not valid.
I am happy to concede that Peter Sutcliffe was as mad as a ladder - but he heard God speaking to him, and neither you or I are qualified to say that it is not God's voice he heard.
I couldn't care less, but if I was a Christian, I would be bothered that someone murdered innocent women because my God told him that it was his wish, and the scriptures backed him up.
