Simple answer, yes you can..... only if your television is fairly new, and can accept video formats such as avi, mp4 etc, the most common video format is now .mkv ( short for Matroska video) and is widely accepted and fairly standard nowadays.
Just put your USB in either the TV or Blu-ray player and select the nominated input, then use the remote to access file.
However, even though .mkv file will play visually, sometimes the audio cannot be heard or not supported, even playing a foriegn language or subtitles, you can change these settings via your tv or player...refer to user manual.
Hope that helps, also try to get higher video resolution ie: 1080p or 720p as a minimum.
