What's the best Media Player for viewing downloaded movies, and do they have to be encoded before you can burn them to a disc?

VLC is my personal favorite. You can play almost any file type with it, and best of all it's free!

To burn to a DVD you will need some encoding software. I used nero vision express in the past but not sure if thats the best or what the alternatives are.
Seconded for VLC.

As for encoding, depends on your DVD player. Mine plays DivX out of the box (this includes XVid too) so I just burn the AVI to a CD as a data file. Most modern DVD players support this I think and most downloaded things are XVid encoded.
