Thats the speed at which you can record to the disc. 1 being the normal playback rate and 16 being 16 times normal rate.

Therefore it your DVD recorded can record to a DVD at 16x then 16 minutes worth of video would be recorded each minute.

This is really for computer users and not for recording programmes off the television.

If you put the DVD into a computer, you can burn your data (be it music, video files) to it at at 16 times normal speed. If the DVD holds 120mins of playback time, it will take 7.5 mins to record that much to the disk.
