When you forgot windows logon password, you can go into safe mode (F8 when booting up) to retrieve windows password while you did not remember user account password, but if you forgot administrator passwords, there's no way to change it, you have to use a software program to recover administrator password. Yesterday morning, I forgot my Windows admin password. In the end, I successfully remove my Windows password with Windows Password Seeker. It’s worth a try.
