Housetraining only takes a few days max, but you have to be prepared to spend the time. A young puppy can't be expected to contain her bladder all day, and if she wees when she comes out then it's likely that she's got the idea that she mustn't wet her bed.
You need to remember that she doesn't come programmed with the knowledge that it's ok to pee on a training pad, but not on her bed. You need to spend a few days just taking her out constantly until she is confident by way of rewards and praise that toileting outdoors is the right thing to do. Even once she knows this for sure, she can't be expected to hold on for more than a few hours tops.
Maybe you need to re-assess your arrangements to care for her?

The big secret to Housetraining is "supervision" and Eels is correct, a 18 week old pup can't hold it all day, but you did not say how long you leave them. Long walks won't have her eliminate enough so she can last all day, as she sleeps or plays or drinks or eats she will need to go, these are the 4 triggers, Check this website out... it gives you info on what is going on with the pup.
we trained him by soaking up the urine with some newspaper and putting fresh paper on the top so he could still smell where to go.
Once he kept going onto the paper we would gradually move it closer and closer to the door until eventually he just used to go to the door and cry to be let out.
Our dog still had the odd accident up until 6 months so don't worry.
Although the training should be done as soon as possible with a puppy I think that it also gets easier as they mature.
Whenever you think they are about to go i.e sniff the ground or circle round, quickly take them out and stay until they do it outside.
