6.25 miles in 15 minutes is 25mph. Airliners make controlled descents at about 2000ft/minute which is a vertical 22.72mph.
I agree that anything still generating lift or just pushing air out of the way (falling leaf style) could have taken up to that length of time.
Unaerodynamic pieces should travel as fast, or faster than a free fall parachutist and they, reputedly get up to 120mph (faster if they go into a piked dive). That's a shade over 3 minutes, from 33,000'.

and that would be because a so called drunken guard shot over the official invdstigators' heads and they walked off in a huff
