i need an mp3 editor to cut clips from mp3s

can anyone suggest an mp3 modifier i need to encode mp3's into 128k/s and be able to cut clips out of the full songs... anyone know of any free software that will do this?

getting back bank charges

can anyone confirm weather they have had bank charges re-paid to them, how long it took and how much you got whether you can still use the bank did it effect your credit score?
