Why Do Drivers Do This?

Lots of drivers, when turning left, will move to the right, to the centre of the road, then turn left. They will do the opposite when turning right. Why?

Should every car / Bike in the UK be fitted with a OBC to help with insurance fraud, I think the Insurance company's should state, If the car does not have a OBC we will not insurance you, your views....
