Task Bar&Start panel

Task bar and Start panel were always horizontal and at bottom of Desktop. Now they have appeared vertical at the right hand side. I want them back horizontal.

I have noticed SMS have not been delivered, particularly at weekends. Why and where do the go when not delivered? I use Clickatel which is not too bad and VoipBuster which is hopeless.
