Why is my tap making a rumbling noise.......

My cold tap at the kitchen sink is making a really loud rumbling noise when I turn it on.
Someone told me it needs a washer.
Can anyone please tell me if that is correct cause I cant afford to call a plumber out at the moment....thanx.

Could be the washer jumping up and down Doll ...................... also, possibly a thing called water hammer.......... try this first
