No. For any driving offence which carries an endorsement magistrates can either impose penalty points or a disqualification � they cannot do both. Excess Alcohol carries a mandatory minimum disqualification of 12 months (or three years for a second or subsequent offence within ten years) so no points are imposed.
This does not mean that you have a �clean� licence. The endorsement for excess alcohol will remain for eleven years and must be declared to insurers or anybody else with a legitimate reason to know about it.
The idea of the penalty points system is to punish drivers (by disqualification) who commit a series of lesser offences. Excess alcohol is not considered a minor offence.
