No idea, but some get something out achieving notoriety from false confessions; others can be so addled that they believe fantasies. I'm more inclined to suspect fake news upholding some conspiracy theory.
I think this has been revealed as a hoax. Or the product of the imagination of a dying man.
I'm inclined to think it's the drugs talking.

I suppose the article isn't at fault here, they are just quoting what the guy is saying, and it that case the publication is truthful.

The difficulty with this is, while the vast majority know that this is twaddle, a significant minority will believe it, and thus perpetuate the myth.

By the time she dies she had already been divorced and had gone public. Furthermore Prince Philip quite liked her and had a soft spot for her so it is doubtful he would have.

If you read to the end of the Snopes link , this story was originally in just one Australian local newspaper, then the notorious fake news site 'yournewswire' got hold of it !
I’ve always had my doubts about the method of Diana’s demise, but this doesn’t ring true at all. He says the Royal Family had evidence that she intended to divorce Charles, but they were already divorced and had been for some time. Additionally his claim that “The high-level conspiracy involved collusion between the media and Palace to "square their stories, make sure everybody was on the same page”, is impossibly far-fetched. Just how many people were involved in this conspiracy and trusted to maintain their silence indefinitely?

That said, others have surfaced recently with similar claims, not least the father of the driver, Henri Paul.

Whether there is any sort of grain of truth into the death of the former PoW being non-accidental is another matter. But no-one anywhere is going to find the memo ordering her elimination.
