There are far too many rules and regulations within the NHS which create problems. I watched a documentary recently and two paramedics were dispatched to an unwell alcoholic. He was checked and advised, many times, to go with them to hospital which he refused to do. Apparently they are not allowed to leave the patient and they then contacted the police. They were unable to attend immediately and so the two paramedics had to stay with this uncooperative man for three and a half hours until the police arrived. What a complete waste of time for two highly trained people and in my opinion, totally unacceptable.
Yes, that is very unacceptable. Drunk people, unless falling over/blacking out drunk, can still make decisions, might not be the correct ones but they can make them.
They could also get rid of vanity cosmetic surgery. A colleague's wife had some problem with her jaw and it needed £14k of work, over 20 years ago, not covered by the NHS. In his class he had pupils who had had nose jobs, ears pinned back etc because of their 'self esteem' issues, all on the NHS.
Labour's record is poor, and the fact remains that too many people who have no need to go to A&E do so. I have been in that dept and see the debris that walks through the doors come closing time, druggies, alcoholics and a whole lot worse.
