i bet that more people are confused about what tiers they should be in than they like to admit. Seeing as how you can cross one part of Scotland be in Tier 2, then another down the way be in Tier 3. London has now gone into Tier 3, but some classed as London, on the outskirts have different tiers. One way or another he is not going to please everyone.
