Because they do not preach the Kingdom...or follow what Jesus taught.
They have become submerged in tradition...false tradition.

You might think that your enthusiastic suggestions are just what is needed to lift the sufferer’s spirits.
Or, perhaps, you just don’t understand—and you don’t want to.
Comparing a sufferer’s problem with those of others usually communicates, ‘You should be ashamed of yourself for feeling troubled when other people are suffering more than you?(Matt 5:3)
Or you could feel that it is your duty to “fix” whatever is “wrong” and that if you don’t, you are not being helpful, simple.

I cant really believe that Mt says jesus was referring to the cardinals and the Roman Catholic Church, and Popery. I think it is more likely he was questioning the current orthodoxy of the Jews, amongst whom he lived and with whom it would have made sense.
But divine revelation being what it is - I cold well be wrong
