Even if she went back with him with the idea of having sex with him which she maybe did, the second she changes her mind and he carries on regardless it's rape.
Now in established relationships no-one expects their partner to say 'Is it okay if I have sex with you?' because frankly that's a passion killer, but men need to be able to 'read' women, and when you are with a partner for the first time that's doubly true.
Even if she didn't say 'No!', if she's trying to move away or resisting being kissed or touched that is enough. Any man with half a brain ought to realise she's not consenting and then ought to back off.

It could be the fact that she believed it was a 'one-off', something that he was deeply apologetic about, entirely out of character and he treated her with respect and dignity (afterwards, naturally) and gave her a monetary opportunity to get on with her life; as an apology and a gesture of goodwill but naturally, a man in his position, yada, yada....please sign this disclaimer.. etc. etc. And then she reads that he's under investigation for doing it again and realises that there are possibly more victims of his out there and now and berates herself for keeping quiet but recognises that with the support of the #metoo movement a group of women can provide the sort of pressure on a serial, celebrity abuser that a lone voice can't?
