Ankle Problem

I spend all afternoon in A&E with the bf again yesterday because his ankle gave way again. It happened as he was walking and it just went, he wasn't ruuning or doing anything that would strain it....

When you are issued with a parking ticket, does it by law have to be acttached to the vehicle or handed to the driver? Is the ticket invalid if neither of these things have been done?
